The top wall is generally divided into a first portion positioned adjacent to the back wall and a second portion positioned adjacent to the front wall. The top wall is collapsed toward the bottom wall and has a lowest point located in a central area of the first portion. The top wall has an aperture therein extending into an interior of the housing. The aperture is located in the central area of the first portion. A pipe is attached to the front wall and is in communication with an interior of the housing. A valve is positioned on the pipe for selectively opening or closing the pipe. A support structure supports the housing above a ground surface.
